Not everyone gets there at the same pace, or for the same reasons. A few people try a new tool because it's new. Most only bother once it's clearly useful and clearly easy, and some will resist regardless of how good it is. A programme that only speaks to the first group ends up training features nobody else had a reason to want.
My work starts by understanding the expected outcomes and what's standing in the way of them. That's what shapes the skills people actually need, and builds the confidence to use these tools without a manual in front of them.
